1. Overview

The White House announced a directive from President Trump to limit taxpayer-funded benefits to American citizens, aiming to preserve approximately $40 billion. The announcement claimed this action "overturns decades of bureaucratic defiance" and builds upon Trump's earlier executive order to end the subsidization of open borders. It stated that hardworking Americans will no longer be forced to cover benefits for undocumented immigrants under Trump's leadership. This move is described as "the biggest step in more than 30 years" to protect benefits for citizens.

On Truth Social, Trump thanked *USA Today* for a piece suggesting he deserves a Nobel Peace Prize, claiming he has "achieved more than those who've won before." He also congratulated Bryan Bedford on his confirmation to head the FAA, calling him "a very talented guy!!!" Trump insisted that Republicans defund the Corporation for Public Broadcasting and stated that any Republican who votes to allow it to continue will not have his support or endorsement. Trump announced his intention to nominate William W. Mercer as Judge on the United States District Court for the District of Montana and Nick Adams as the next United States Ambassador to Malaysia. Trump also promoted Gregg Jarrett's report alleging corruption among top intelligence officials who "connived to frame President Donald Trump and drive him from office" and posted "VIOLENT RHETORIC AGAINST ICE AGENTS…" and "A DAY LATE AND A DOLLAR SHORT…", additionally he boasted about record highs in Tech Stocks, Industrial Stocks, & NASDAQ and that "USA is taking in Hundreds of Billions of Dollars in Tariffs."

Government departments were active on X. The State Dept tweeted Secretary Rubio's stance against political and economic warfare, stating the Department will not tolerate such campaigns threatening national interests. Sec. Rubio also met with the Secretary-General of ASEAN. The DOD hosted an sUAS demonstration at the Pentagon, showcasing the initiative to "Unleash U.S. Military Drone Dominance" and retweeted a post from @USMC and @IsraeliPM, as well as a post highlighting training by the @WANationalGuard. HHS retweeted NIH's announcement about the shift towards human-focused research, CMS's response to Texas flooding and FDA celebrating its first 100 days and highlighted key achievements, additionally the HHS secretary discussed his focus on children’s health and the deep state. The Treasury Department retweeted itself about the economic growth plan and The Motley Fool’s statement about 14 million retirees seeing lower social security taxes, furthermore, the Treasury Secretary credited President Trump with economic growth. The Commerce Department declared America the best place for business and investment and Secretary Lutnick warned other countries to "come to the table" for trade deals or "be ready to pay up."

Democratic presidential candidates also took to X. Gavin Newsom urged President Trump to lead for all Americans and touted California's clean energy progress and criticized Trump and Republicans claiming "the future is in cheap, abundant clean energy." Josh Shapiro promoted investments in Philadelphia Navy Yard and child care worker recruitment. Gretchen Whitmer declared "Reproductive freedom is a human right" and highlighted Michigan's business ranking. Wes Moore discussed tax cuts for the middle class and coordinating in West Baltimore. JB Pritzker expressed concern about State Farm’s insurance rate hike and stated he is directing action against State Farm while calling for legislative action on insurance rates.

On July 9, 2025, the Senate convened, introducing twenty bills and receiving reports on fraud against seniors and foreign ownership of entities with FCC authorizations. The Senate appointed members to the Congressional-Executive Commission on the People’s Republic of China and reappointed members to the Board of Trustees of the John F. Kennedy Center for the Performing Arts. An agreement was reached regarding the nominations of Jonathan Gould to be Comptroller of the Currency and Whitney D. Hermandorfer to be United States Circuit Judge for the Sixth Circuit. The Senate confirmed the nominations of Preston Griffith as Under Secretary of Energy, Bryan Bedford as Administrator of the Federal Aviation Administration, Scott Kupor as Director of the Office of Personnel Management, and William Briggs as Deputy Administrator of the Small Business Administration. The House of Representatives was not in session on July 9, 2025, but two bills were signed into law on July 7, 2025.
