1. Overview

On July 18, 2025, the White House released a fact sheet announcing President Trump signed the "Guiding and Establishing National Innovation for U.S. Stablecoins Act," or the GENIUS Act, into law. The administration claims it will protect consumers from illicit cryptocurrency activities, maintain the U.S. dollar's reserve currency status by incentivizing U.S. Treasury demand, and position the U.S. as the global leader in cryptocurrency. The bill establishes regulations and registration requirements for stablecoin issuers and aims to coordinate enforcement with the Treasury Department's sanctioning efforts. The fact sheet states that Trump is fulfilling his promise to make America the crypto capital of the world.

On Truth Social, Trump boasted about signing the GENIUS Act into law, claiming he pledged to make the U.S. the crypto capital, adding that it will create a regulatory framework for dollar-backed stablecoins. Trump also announced a lawsuit against *The Wall Street Journal*, Rupert Murdoch, and Robert Thomson for publishing what he calls a "false, malicious, defamatory, FAKE NEWS ‘article’" and asserted it as a defense for all Americans against "abusive wrongdoings of the Fake News Media." In addition to his legal announcement, Trump endorsed a number of Republican House members for re-election, including Monica De La Cruz, Mark Harris, Derek Schmidt, Barry Loudermilk, Tracey Mann, Mark Messmer, Kevin Hern, Ann Wagner, Stephanie Bice, Lauren Boebert, Max Miller, and Brandon Gill. He encouraged followers to watch Sean Hannity on Fox News.

Government departments shared updates across various platforms. VP Vance retweeted the State Dept thanking POTUS for the release of detainees in Venezuela. The State Dept highlighted American participation in Expo 2025 Osaka, sharing a post from Secretary Rubio about President Trump's stance on foreign censorship. The DOD highlighted SecDef Hegseth speaking at the Marine Barracks, and reaffirmed he would not hesitate to act quickly. HHS Secretary Kennedy voiced concern over amendments to the International Health Regulations. The Treasury Department championed the GENIUS Act as a landmark achievement for the U.S. dollar and blockchain technology. The Commerce Department highlighted investment in Arizona manufacturing and a Boeing deal with Bahrain’s Gulf Air. Finally, DOGE reported collaborative efforts with the @CMSGov team, resulting in the elimination of $14B in duplicative Medicaid and ACA enrollment after uncovering 2.8 million Americans improperly enrolled.

Several 2028 Democratic presidential hopefuls also used Twitter to voice their opinions. Gavin Newsom lamented a "heartbreaking day" following the loss of three @LASDHQ members and accused the Trump administration of violating constitutional rights via deportation policies that are "destroying our economy and society." Josh Shapiro touted Pennsylvania's economic development successes and investment in schools, criticizing the Trump administration by stating that "A deal is a deal – and the Trump Administration broke theirs." Gretchen Whitmer promoted Michigan as a leader in aerial innovation. Wes Moore retweeted stats about his football play and Maryland's traffic alerts but also blamed Trump's policies for Maryland's job losses. JB Pritzker criticized the Trump administration's decision to end the 988's specialized lifeline, calling it "a cruel reversal of proven practices," and for restricting access to healthcare coverage.

In Congress, both the House and Senate took action on various bills and nominations. The House passed the Digital Asset Market Clarity Act, the GENIUS Act, the Anti-CBDC Surveillance State Act, and the Department of Defense Appropriations Act for 2026, while also agreeing to the Senate amendment to H.R. 4. The Senate passed a resolution recognizing National Anti-Counterfeiting and Consumer Education and Awareness Month and began considering multiple nominations, invoking cloture on several. The Senate Appropriations Committee ordered favorably reported H.R. 3944 and S. 2354, while the Judiciary Committee advanced several district judge nominations.

President Trump signed the GENIUS Act into law, described as "a historic piece of legislation that will pave the way for the United States to lead the global digital currency revolution." The administration asserts the Act protects consumers from "nefarious actors" and will help maintain the U.S. dollar's status as the world's reserve currency by driving demand for U.S. Treasuries through stablecoins.

The Act aims to combat illicit activity through regulation, registration of stablecoin issuers, and coordination with the Treasury Department on sanctions. President Trump is portrayed as "fulfilling his campaign promise to position America as the global leader in cryptocurrency" by making America the crypto capital of the world.
