Statement by the President

On June 12, 2025, the President signed H.J. Res. 87, 88, and 89 into law, disapproving EPA rules relating to California's vehicle and engine pollution control standards. These resolutions address "California State Motor Vehicle and Engine Pollution Control Standards; Heavy-Duty Vehicle and Engine Emission Warranty and Maintenance Provisions; Advanced Clean Trucks; Zero Emission Airport Shuttle; Zero-Emission Power Train Certification; Waiver of Preemption; Notice of Decision" and other related rules.

The President stated these measures "prevent California’s attempt to impose a nationwide electric vehicle mandate and to regulate national fuel economy by regulating carbon emissions." He added that preemption of these programs is essential to preserving the Constitution’s allocation of power both among the States and between the States and the Federal Government". Because of the joint resolutions I signed today, California’s Advanced Clean Cars II, Advanced Clean Trucks, and Omnibus Low NOX programs are fully and expressly preempted by the Clean Air Act and cannot be implemented. He claims that California's attempts to impose an electric vehicle mandate and regulate greenhouse gas emissions are not eligible for waivers and that the EPA cannot approve future waivers that are "substantially the same" as those disapproved in the joint resolutions.

Stopping Radical Environmentalism to Generate Power for the Columbia River Basin

President Trump issued a memorandum to several department heads regarding the Columbia River Basin, aiming to stop what he calls "radical environmentalism" and ensure Americans can utilize natural resources. He stated his administration is committed to protecting Americans from "radical green agenda policies that make their lives more expensive."

The memorandum revokes the Presidential Memorandum of September 27, 2023, which he claims elevates "equitable treatment for fish" above national interests. It directs department heads to withdraw from the Memorandum of Understanding filed on December 14, 2023, in the Columbia River System litigation and rescind the "Notice of Intent to Prepare a Supplemental Environmental Impact Statement." They are also directed to develop a schedule to complete the Supplemental Columbia River System Environmental Impact Statement. Furthermore, within 30 days, the heads of departments must report on actions taken pursuant to the revoked memorandum, the status of federal commitments, steps to rescind or recoup federal funds, and actions taken to withdraw from the MOU.

Empowering Commonsense Wildfire Prevention and Response

President Trump issued an order to improve the federal response to wildfires, citing the devastation of the January 2025 Los Angeles wildfires and claiming that slow responses are "a direct result of reckless mismanagement and lack of preparedness." The order aims to streamline federal wildfire governance by consolidating wildland fire programs within 90 days, tasking the Secretaries of the Interior and Agriculture to lead this effort.

The order encourages local preparedness and response by expanding partnerships and incentivizing responsible land management. It also mandates the development of a technology roadmap to enhance firefighting capabilities using AI, data sharing, and innovative modeling. Additionally, it directs agencies to consider modifying or rescinding rules that impede preventative prescribed fires or hinder the use of fire retardant. The order also seeks to modernize wildfire prevention and response by identifying and declassifying historical satellite datasets and evaluating the sale of excess aircraft for wildfire mitigation.
