Implementing the General Terms of The United States of America-United Kingdom Economic Prosperity Deal

President Trump issued an order to implement the Economic Prosperity Deal with the United Kingdom, citing national security and economic interests under various acts including the International Emergency Economic Powers Act and section 232 of the Trade Expansion Act of 1962. The order establishes a tariff-rate quota of 100,000 automobiles from the UK at a 10 percent tariff, and a 10 percent tariff on automotive parts from the UK for use in UK-made automobiles. The Secretary of Commerce, in consultation with the ITC and CBP, shall publish a notice in the Federal Register modifying the HTSUS consistent with this section, if necessary.

The order also removes tariffs on certain aerospace products from the UK and directs the Secretary of Commerce to design tariff-rate quotas for aluminum and steel articles from the UK at a later time, considering the UK's implementation of the General Terms and the need to address national security concerns. The order states that it does not create any enforceable rights against the United States and will be implemented subject to applicable law and the availability of appropriations.
