1. Overview
The White House announced President Trump's further extension of the enforcement delay for the TikTok ban until September 17, 2025, instructing the Department of Justice to cease enforcement and provide written guidance to providers confirming no liability. The order asserts the Executive's exclusive authority to enforce the Act, preventing state or private party actions. The DOJ is responsible for issuing guidance and confirming no violations and will bear the costs of publishing the order. The order clarified it does not affect existing departmental authority, is subject to applicable law and appropriations, and does not create enforceable rights against the United States.
On Truth Social, Trump celebrated a Ninth Circuit Court of Appeals win affirming presidential authority to call in the National Guard. He also highlighted Kevin Hassett's statement that inflation is at a four-year low and claimed that the Department of Treasury announced the largest blue-collar wage growth in over 60 years. Additionally, he complained about the cost of non-working holidays and promoted approval of storm damage money for Tennessee. Trump also congratulated Mya Lesnar, promoted articles about bulldozing a Biden-era mining rule and the Navy exceeding recruiting goals, shared VP Vance's announcement of the East Palestine health program, touted the Border Patrol union's support for his border bill, and promoted his "NO TAX ON TIPS!" policy.
Government departments were active on Twitter, retweeting and sharing information; VP Vance announced the East Palestine health program and retweeted a White House statement about not taxing tips. The State Dept retweeted Trump's message about Iran negotiations, Leavitt's press briefing, and an alert regarding the security situation in Israel, West Bank, and Gaza. Sec. Rubio retweeted Walsh's swearing-in as U.S. Ambassador to Ireland, DOD highlighted weapons company readiness and a 45-year-old reenlisting, and HHS retweeted Vance's advocacy and thanked Trump for his focus on the food supply. The Commerce Dept shared a video of the Whirlpool CEO supporting Trump's steel tariffs, and DOGE praised transparency in government contracts.
2028 Democratic presidential candidates were also active; Gavin Newsom criticized the Trump administration's immigration policies, calling the assertion that undocumented immigrants with no criminal records aren't targeted "laughably inaccurate," and stated that it's "completely disconnected from their own policies and the continuing militarized raids in Los Angeles and recent arrests." Josh Shapiro claimed in Pennsylvania, they are "honoring the past, celebrating the present — and working toward a more equitable and just future for all," and Whitmer celebrated Juneteenth and stated that "true freedom is when we are all free." Wes Moore posted about investments made in Maryland for the Black community, exceeding $1.3 billion, JB Pritzker recommitted to building a brighter, fairer future for all, and Walz shared "Peace be upon us."
On June 18, the Senate introduced 37 bills and 9 resolutions, reported measures from committees, and passed several bills including the Colorado River Basin System Conservation Extension Act and the Secure Rural Schools Reauthorization Act. The Senate also passed several House bills, including the Alaska Native Claims Settlement Trust Eligibility Act and the Salem Maritime National Historical Park redesignation. In addition, the Senate agreed to several resolutions, including one commending the Minnesota Frost and expressing support for law enforcement. The Senate confirmed Olivia Trusty to the FCC and Rodney Scott as Commissioner of U.S. Customs and Border Protection, while the House was not in session and held no hearings.

Further Extending the TikTok Enforcement Delay
President Trump issued an order extending the enforcement delay of Executive Order 14166 regarding the Protecting Americans from Foreign Adversary Controlled Applications Act, specifically concerning TikTok, until September 17, 2025. During this period, the Department of Justice "shall take no action to enforce" the Act or impose penalties for noncompliance. This includes distributing, maintaining, or updating foreign adversary-controlled applications. The DOJ is instructed not to enforce the Act for any conduct during the specified period or prior to the order's issuance.
The Attorney General is directed to issue written guidance and letters to providers confirming no violation of the statute and no liability for past conduct. The order asserts the Executive's exclusive authority to enforce the Act, preventing enforcement by states or private parties. It also includes general provisions clarifying that the order does not affect existing departmental authority, is subject to applicable law and appropriations, and does not create enforceable rights against the United States. The Department of Justice will bear the costs of publishing the order.
