1. Overview

Department of Defense Security for the Protection of Department of Homeland Security Functions
President Trump issued a memorandum to the Secretary of Defense, the Attorney General, and the Secretary of Homeland Security regarding Department of Defense security for the protection of Department of Homeland Security functions. He stated that "numerous incidents of violence and disorder have recently occurred and threaten to continue in response to the enforcement of Federal law by U.S. Immigration and Customs Enforcement (ICE)." He called into Federal service members and units of the National Guard under 10 U.S.C. 12406 to temporarily protect ICE and other United States Government personnel and to protect Federal property, at locations where protests are occurring or are likely to occur.
The memo directs the Secretary of Defense to coordinate with Governors and the National Guard Bureau to identify and order into Federal service at least 2,000 National Guard personnel for 60 days or at the discretion of the Secretary of Defense, and to employ any other members of the regular Armed Forces. Deployed military personnel may perform "those military protective activities that the Secretary of Defense determines are reasonably necessary to ensure the protection and safety of Federal personnel and property." The Secretary of Defense shall consult with the Attorney General and the Secretary of Homeland Security prior to withdrawing any personnel from any location to which they are sent.

Statement from the White House
The White House announced President Trump has signed a Presidential Memorandum deploying 2,000 National Guardsmen to California. According to Press Secretary Karoline Leavitt, this action addresses "the lawlessness that has been allowed to fester" following attacks on ICE Officers and Federal Law Enforcement Agents in Los Angeles.
Leavitt stated these deportation operations are "essential to halting and reversing the invasion of illegal criminals into the United States." She criticized California's "feckless Democrat leaders" for allegedly abdicating their responsibility to protect citizens. The Trump Administration, she affirmed, has "a zero tolerance policy for criminal behavior and violence," and those responsible "will be arrested and swiftly brought to justice."

MEMO: The One Big Beautiful Bill Improves the Fiscal Trajectory
According to the Office of Management and Budget staff, the "One Big Beautiful Bill Act (OBBB) significantly improves our nation’s fiscal trajectory" by including $1.7 trillion in mandatory savings and spurring economic growth through President Trump's tax policies. The memo claims the OBBB surpasses previous deficit reduction bills, achieving more mandatory spending reductions than acts of 2005, 1997, 1993, and 1990. It argues that Republicans would not allow the 2017 Tax Cut and Jobs Act (TCJA) to expire, and that an "honest portrayal of current future deficits adjusts for the continuation of the TCJA."
The memo states that the OBBB reduces the deficit by over $1.4 trillion, with $1.7 trillion in mandatory savings partially offset by spending on border security and tax reductions, as well as claiming that "the $1.7 trillion in mandatory savings are permanent changes in law."
